What type of cloud is below 6,500 feet in the atmosphere?

I would say that stratus and some cumulus clouds are common below the 6500 foot elevation. Stratus clouds can grade into fog at lower elevations and occur in layers or strata while cumulus clouds are billowy and tend to be more fair weather clouds.
