Why is response to intervention considered an alternative to special education?

Response to Intervention (RTI) is considered an alternative to special education because it allows for students to receive direct, individualized instruction in the general education classroom.  Students are provided with instruction in areas where they are struggling and are given the opportunity to improve their skills with research based instruction.
